PLAYING `SOLDIERS' A 10-YEAR-OLD REVIEWER GIVES US HIS TAKE ON THE NEW MOVIE ``SMALL SOLDIERS' BY MAX BLACKBURN SPECIAL TO THE TIMES UNION.(LIFE & LEISURE)(Movie review)

``Small Soldiers,'' opening today, is an action movie definitely geared to the younger set, so we asked Max Blackburn, son of staff writer Doug Blackburn, 10 years old and a fifth-grader at Stamford Central School in Delaware County, to go to a screening of the movie and give us his review. Max loves sports, video games and is an avid reader, having read just about every book by R.L. Stine. His favorite two magazines are Sports Illustrated for Kids and Disney Adventures.

``Small Soldiers'' is a lot like ``Toy Story,'' only it has a lot more violence and smarter toys. In the movie there are two types of toys; both are large-sized battery-operated action figures. They fight against each other instead of joining sides.

It also kind of reminds me of the ``GI Joe'' cartoon show on TV. Major Chip Hazard, whose voice is played by Tommy Lee …

BMW takes the wraps off next 6 Series model.(Motoring)

BYLINE: Jesse Adams

HAVING teased us earlier this year with its Gran Coupe concept and more recently with a 6 Series concept at last month's Paris Motor Show, BMW has finally taken the wraps off the new road-going 6 Series and introduced it, unconventionally, as a convertible first.

Though not a huge departure stylistically from the 6 Series we've known in South Africa for the last six years, the new version does get a heavily modernised front-end design and exaggerated lines down its long Grand Tourer body that give it a more toned look than its somewhat bloated predecessor. BMW also points out that the Ferrari-esque fin-design C-pillar that folds up like an origami …

"We learned about the justice side, in terms of fairness," she said of the trip to Washington last week with 14 other students from the College of Saint Rose. Armentano, from North Granby, Conn., worked there with So Others Might Eat (SOME), an organization that provides meals, housing, medical care and other services to those who live in …

TROY SCHOOL BOARD CHANGES ROAD PLANS.(Local)

Byline: Tim O'Brien Staff writer

In response to neighbors' concerns, the city school district has revamped plans for roadways into a new School 14 to be built behind the high school complex.

The revised plans were reviewed at a meeting Monday of the schools' Building Committee.

The 34-classroom school is slated to begin construction next spring and to open in September 1992.

Earlier plans had called for an emergency-access road off Tibbits Avenue, which residents had feared cars would use. They also included a large turn- around area for buses that would have cut into existing athletic fields.

The revised plans eliminate the …

SKorea seeks to reassure public over beef deal, calls for strict inspection of US imports

South Korea's trade minister reassured the public Monday that the government would not allow U.S. beef imports from older cattle, in a bid to quell continuing health concerns over an import deal with Washington.

South Korea and the United States struck a new agreement last week that bans imports of meat from cattle 30 months or older _ which are considered more at risk of carrying mad cow disease.

Activists have been demonstrating on the streets of Seoul for weeks to voice their concerns about the possible health risks attached to American beef. The protests prompted the entire Cabinet to offer to resign and a reshuffle of President Lee Myung-bak's top …

CASE TRIGGERS INVESTIGATION STATE KEEPS REGISTRY OF HEALTH WORKERS WITH AIDS.(Main)

There are 718 recorded cases of New York state health-care workers having AIDS, but Dr. Philip Feldman of Long Island is the first one that has triggered a state investigation because of concerns about his infection control techniques.

Potential lapses in universal precautions against infection "set this apart from other HIV-infected health care workers," said Peter Slocum, the Health Department's chief spokesman, on Wednesday.

Because of the state's strict confidentiality laws, Slocum stopped short of explicitly confirming Feldman died of AIDS last month.

Slocum said the state had started to investigate Feldman shortly before Newsday reported on …

Credit worries hit markets; Stocks fall as investor enthusiasm wanes when financial sector declines.(Business)

Byline: Associated Press

NEW YORK - Wall Street retreated Monday, taking a break from last week's big advances, as financial stocks fell amid fresh concerns about tightness in the credit markets.

With little fresh data to go on Monday, investor enthusiasm weakened by midsession. Sectors from banks to homebuilders showed declines, while technology stocks fared better.

Investors worried that the credit markets might not loosen up despite last week's half-point rate cut by the Federal Reserve. Stocks began to give up their gains after the International Monetary Fund warned the credit upheaval hurting international financial markets would likely be …

High school dropouts earn diplomas in Miami program

MIAMI-DADE

Antwan Griffin was a high school dropout who eventually realized that he wanted to develop his potential. Griffin joined the Greater Miami Service Corps and helped with the construction of classrooms of the The School of Integrated Academics and Technology (SIATech).

But Griffin realized he wanted more than just a job, he wanted an education, too, so he enrolled in SIATech's program.

Griffin and 13 other high school dropouts from the Corps received their diplomas during commencement exercises held on Jan. 21 at the Doubletree Hotel in Miami.

He was class Valedictorian.

"I decided I was tired of doing nothing and I know I was capable of doing better," Griffin, 21, said in his commencement speech.

His message to others: "Never give up; always keep trying, because hard work pays off."

The others were James Berry, Henry Brown, Theodore Brown, Victoria Brown, Linda Domnguez, Isaac Everett, Zedrick Gardner, Michelle Gilyard, Leroy Hunt, Sha'Nise Johnson, Danielle Morgan, Ushika Williams and Marquis Youngs.

The 14 graduates were among a larger group of 105 drawn from the Greater Miami Service Corps, the Miami Gardens Job Corps and the Homestead Job Corps.

Tracy Mourning, staunch youth advocate and wife of retired Miami Heat star Alonzo Mourning delivered the commencement address.

The program began in 2009, when the Miami-Dade Community Action Agency, the Greater Miami Service Corps and SIATech formed a partnership to help prepare youth who have dropped out of school to become self-sufficient.

This program combines occupational training and work experience as a means of bringing the youth back into the education system. The objective is to break the cycle of poverty and under-achievement for youth who have dropped out of the public school system.

The classrooms are equipped with high-end Internet accessible work stations that simulate a modern office environment, rather than a traditional classroom, to provide a more interactive experience for the students.

Real pieces of work

The BBC has developed a computer program allowing Internet usersto reduce the volume of player grunts and screams at Wimbledon whileincreasing the volume of the commentary. Some of the grunts of MariaSharapova, for example, top 100 decibels, reports say.

Given the political grunts and screams of President Barack Obamaduring last Wednesday's news conference, maybe the BBC device couldbe employed for future presidential intemperance. ...

Government intervention in markets usually has the exact oppositeeffect of what the government interventionist intended. Witness oil.

Last month, the Obama administration tapped America's strategicoil supplies supposedly to help counter the loss of Libyan crudeand, supposedly, to drop gasoline prices.

Oil and gas prices were on a downward curve before that. Butcrude prices are rising again, including futures contracts. Why? Themarket knows that the United States will have to buy 30 millionbarrels of oil -- and other countries 30 million more -- to replacewhat was incoherently dribbled into the supply chain.

One perversion begets another. ...

What a great scam Pennsylvania's colleges and universities havegoing.

For decades, they've used public subsidies (then thrown hissyfits when the public wanted an accounting of the money) as cover torepeatedly raise tuition far in excess of inflation.

And now that tough budget times have befallen the commonwealth, they're using reductions in those subsidies to jack up tuition evenmore.

So much for the Age of Austerity. ...

All of this higher-education higher spending, though, might justbe coming back to slap Penn State and Pitt.

The U.S. Department of Education ranks them No. 1 and No. 2,respectively, for the highest tuition cost of four-year publiccolleges in the nation.

Sounds like a great marketing tool.

True to form, Pitt blames "the commonwealth's de-emphasis onhigher-education funding during the past decade."

Pitt and Penn State might fancy themselves as too big to fail.Look for the education market to make that decision for them. ...

The president of the Pennsylvania State Education Association,Jim Testerman, says that the fiscal 2012 budget just signed by Gov.Tom Corbett, which includes $860 million in cuts to K-12 publiceducation, will cause students, their families and local taxpayersto "feel the pain."

As if students, their families and local taxpayers haven't beenfeeling the pain of the educratic establishment for far too long.Nearly half of all public-school teacher strikes in the nation occurin Pennsylvania.

Mr. Corbett should send Mr. Testerman a little note: "Ready toact like the 'professionals' you claim you are?" ...

Bill Brooks, president of Pittsburgh Building Trades, praisesU.S. Rep. Tim Murphy for the congressman's latest sop to organizedlabor.

The Upper St. Clair Demolican voted to eliminate a provision thatwould have stripped cost-raising and discriminatory provisions suchas "project labor agreements" (PLAs) from federal contracts. Mr.Brooks likens PLAs to a "market-based" tool that protects "communitystandards."

My, what an inventive way to describe extortion. And talk aboutknowing an obscenity when it's seen.

Ship carrying fiber-optic cable arrives in Cuba

HAVANA, Feb. 8 (Xinhua) -- A ship carrying the undersea fiber-optic cable to hook up to Cuba from Venezuela docked at the port ofSantiago de Cuba in eastern Cuba, First Deputy Minister ofInformatics and Telecommunications Ramon Linares said here onTuesday morning.

He said that the installment of the cable will be finished onWednesday and an official ceremony held, to be attended by seniorCuban and Venezuelan officials.

The cable stretches 5,340 miles underwater from La Guaira inVenezuela to the coast of Santiago de Cuba, and will be put intooperation in July.

Later the connection will be extended to Jamaica, the DominicanRepublic and the Lesser Antilles.

This 70 million U.S. dollars project is expected to improveInternet service in the country, which has been depending onsatellite to get around U.S. embargo restrictions.

After the cable is put into operation, the current speed of data, images and voice transmission will increase by 3,000 times.

Deputy Minister of Informatics and Telecommunications Jorge LuisPerdomo said on Monday at the opening of the InformaticsInternational Convention and Fair 2011 that the cable will allowInternet service to reach 640 gigabits per second.

However, he cautioned that "the arrival of the fiber-optic cableis not a magic wand."

The country still needs to develop domestic infrastructure oftelephony and data, which can not be done overnight.

Perdomo also said the government is committed to building afaster Internet environment for the welfare of citizens.

Currently, only 1.9 million out of the 11.2 million Cubanresidents have access to the Internet, according to officialfigures. The Cuban government allows Internet access to limitedsectors such as research and tourism, which remains slow and costly.

NSW:Customs warns against smuggling animals after spiders found

SYDNEY, Aug 4 AAP - Customs today issued a warning about the dangers of sending wildlife
through the post after an officer in Sydney found 26 live spiders hidden inside a parcel
sent from South America.

An inspector checking international parcel mail found one adult spider and 25 babies
hidden inside two photo film canisters last Wednesday, a Customs spokesman said.

The package had been sent from Bogota, Colombia and was destined for an address in
Austria, but was shipped to Australia by mistake.

The spiders had died since arriving here and were yet to be fully identified, the spokesman said.

Customs NSW regional director David Collins said wildlife smuggling was cruel because
it ignored the well-being of animals.

"It is a callous act to try to smuggle animals across continents as, more often than
not, they perish because of inadequate air, food and water," Mr Collins said.

Penalties for breaching Australia's wildlife protection laws included fines of up to
$110,000 and/or 10 years in jail, Mr Collins said.

Vic: Libs face cash shortage after slashed vote

By Adam Morton

MELBOURNE, Dec 1 AAP - The Liberal Party lost more than a chance at government in Victoriayesterday, with its slashed primary vote giving it a potential financial headache.

With 83 per cent of the vote counted last night, there was a swing of almost eightper cent away from the Liberals across both houses of parliament.

If this swing is maintained across the 17 per cent yet to be counted, it could meanthe Liberals receive about $215,000 less public funding than expected.

Following the introduction of the new electoral act in September, each candidate winningmore than four per cent of the ballot will receive $1.20 for each primary vote.

This would have given the Liberals $2,766,294 if the act had been in place at the 1999 election.

But it will only receive about $2,550,000 if its 2002 vote maintains its current level.

While it is likely they would have expected a lower vote than three years ago, theLiberal hierarchy could not have predicted the size of the landslide against it.

The Liberals could lose 21 lower house seats and leave it short of funds as it attemptsto rebuild.

By contrast, the Labor Party will exceed its expectations, receiving more than $3.6 million.

The big winners from the new public funding arrangements are the Australian Greenswho, despite not winning a seat, will receive more than $700,000 after attracting nearly10 per cent of the vote.

The VicNats, with 4.5 per cent of the vote, should get more than $330,000.

Liberal campaign director Brian Loughnane could not be reached for comment late today.

NSW: Australians commemorate Anzacs at dawn service

Tens of thousands of Australians have gathered to remember those who fought and diedfor Australia in Anzac Day dawn services across the country.

The Last Post rang out just before sunrise, 87 years after the landing of Australianand New Zealand troops on the shores of the Gallipoli peninsula in Turkey.

The crowd at the National War Memorial in Canberra is believed to be one of the biggestin history.

The dawn service overseen by the Administrator of the Commonwealth of Australia SirGUY GREEN in Governor-General Peter Hollingworth's absence, who is in Gallipoli.

When the sun rises on Gallipoli, at about 1 pm (AEST) our time, Dr HOLLINGWORTH willaddress a dawn service attended by about 10,000 Australians and New Zealanders.

The Australian Army's principal chaplain PETER WOODWARD says this year's commemorationis particularly poignant with Australian soldiers fighting the war on terrorism in Afghanistan.

In Sydney, up to 15,000 gathered at the Martin Place Cenotaph to pay respects to thesoldiers who fought in the devastating eight-month campaign in 1915.

Federal Veterans Affairs Minister DANNA VALE says Anzac Day gave Australians a chanceto touch base with the real meaning of nationhood.

Fed: Australians able to take second citizenship under new laws

Australians will be able to acquire citizenship of another country without riskingtheir Australian passports under new laws to go before parliament this week.

Citizenship Minister GARY HARDGRAVE says the laws -- which could also clear the wayfor US media mogul Rupert Murdoch to reacquire his Australian passport -- reflected ashift in the global labour market.

He says the government will repeal section 17 of the citizenship act which strips Australiansof their nationality when they acquire a dual citizenship.

Mr HARDGRAVE says the new laws would enable Australians to take advantage of opportunitiesoverseas while keeping their links to Australia.

The present laws allow only Australians born overseas to hold dual citizenship.

Mr HARDGRAVE says up to 700 Australians living overseas are forced to lose their citizenshipeach year as they took up other nationalities, often for work purposes.

NSW: Coronial Inquest into Glenbrook disaster held

A Coronial Inquest into the Glenbrook rail disaster has formally adopted the recommendations
of the Special Commission of Inquiry into the fatal crash.

At the inquest, that lasted just 90 minutes, Acting Justice PETER MCINERNEY recorded
a finding of death from multiple injuries for the seven victims of the December 1999 crash
in the Blue Mountains, west of Sydney.

He told a packed Supreme Court the accident, that could only be described as catastrophic,
was avoidable and shouldn't have happened.

In his final report handed to the NSW Government on April 11 this year, Justice MCINERNEY
found the State Rail Authority was more interested in timetables than safety.

He made 95 recommendations to turn around what he described as a culture that focused
on on-time running.

Justice MCINERNEY extended the court's sympathies to the 51 injured, saying he hoped
they'd be able to put the tragedy behind them.

Earlier this month, victims of the disaster scored a major victory in their legal battle
for compensation when the SRA admitted liability.

Their class action has been stood over until September 17.

NSW: Former Trinity head says staff were oblivious to bullying

NSW: Former Trinity head says staff were oblivious to bullying

SYDNEY, Feb 15 AAP - A former headmaster of Trinity Grammar today made a public apology
to a former student, who claimed to have been the victim of bullying and victimisation
by students at the school.

Roderick West, headmaster of Trinity from 1975 to July 1996, said staff were oblivious
to the repeated bullying of this particular student which happened during his tenure.

Mr West's comments were contained in a letter to The Australian newspaper responding
to an earlier letter from the father of a former Trinity student.

The father said his son, on a scholarship, was "beaten regularly and unmercifully by
senior boarders, always on the back, upper arms and legs, where the bruises would not
show".

He also said his son was tied between two ladders and beaten with a cricket bat, and
on another occasion, tied inside a laundry bag and left all night on the oval in winter.

Mr West today apologised for the acts and said he remembered the student well.

"It is obvious now that a couple of drongos in the boarding house, who were senior
to him (the student) in age but not in character or academic ability, resolved to make
his life a misery," Mr West said in the letter.

"To our shame the boarding house staff and I were totally oblivious to what was happening.

"We were profoundly sorry that we had failed with such a splendid young man."

Mr West said in all institutions, people manipulate one another and schools were no exception.

The letters to the paper were reaction to recent court hearings and allegations of
sexual assault and bullying at Trinity Grammar. The student Mr West refers to, however,
was not connected to these incidents.

Three students have appeared in court this month over charges of intimidation or aggravated
indecent assault after sexual assault charges were dropped.

A fourth is yet to face court.

Vic: Mandatory sentencing laws should go, Victorian govt says

MELBOURNE, Feb 17 AAP - The federal government should overturn the Northern Territory's
"draconian, racist and inhumane" mandatory sentencing laws, the Victorian government said
today.

"Australians should hang their heads in shame that such laws still exist in this day
and age," Victorian Attorney-General Rob Hulls said.

"And there is absolutely no evidence to suggest there has been any drop in crime rates
since the introduction of mandatory sentencing, with the NT now imprisoning its people
at four times the rate of any state."

Mr Hulls' comments come as opponents of mandatory sentencing laws prepare to protest
across the nation today after an Aborigine was jailed in the Northern Territory for stealing
$23 worth of biscuits.

The jailing of 21-year-old Jamie Wurramara for one year followed the suicide of a 15-year-old
Aboriginal boy serving four weeks for stealing pencils and stationery and breaking a window.

Mr Hulls said if the federal government had seen fit to intervene over euthanasia laws
in the NT it should also step in in this case.

Initiatives next year include financial incentives for commercial transport operators

QLD: Powerlines may be buried because of dangers

The Queensland government may spend billions on moving powerlines underground in the wake
of report findings showing overhead wires have become suburban deathtraps.

A safety report by Energex has found the electricity retailer's maintenance programs had
failed to keep pace with safety requirements.

The survey, commissioned by Energex after three people were electrocuted by fallen
powerlines in Ipswich, found about 16 per cent of the south-east Queensland network was
dangerously overgrown by trees.

The survey also found 8,000 poles leaning badly, some from carrying the extra load of pay
TV cables.

The opposition warns the problem is statewide and says the government should immediately
provide more maintenance funding.

Premier PETER BEATTIE says the government has had a quote on underground lines in the past,
and while it's an expensive option, it'll be considered.

He says any plan to use underground lines would have to be a long-term strategy.
